Why in News?
The Ministry of Housing and Urban Affairs (MoHUA) launched the Dumpsite Remediation Accelerator Program (DRAP) under Swachh Bharat Mission - Urban 2.0 (SBM-U 2.0).
The initiative operates under the mission mandate 'Lakshya: Zero Dumpsites' targeting complete scientific biomining of legacy waste dumpsites by September 2026.
Key Highlights & Core Statistical Targets
- Priority Focus on 214 Dumpsites: Prioritizes 214 high-impact legacy dumpsites across 202 Urban Local Bodies (ULBs).
- 8.6 to 8.8 Crore Metric Tonnes Target: These priority sites hold nearly 80% of India's total legacy waste (~8.6 to 8.8 crore MT).
- ₹550 per Tonne Central Incentive: Provides financial support of ₹550 per metric tonne of legacy waste remediated.
- Biomining Process: Uses trommel screening to segregate legacy waste into Refuse Derived Fuel (RDF) for cement plants, fine organic soil for agriculture, and inert aggregates.

- Indore Legacy Waste Benchmark: Indore Municipal Corporation successfully biomined 1.3 million MT of legacy waste at Devguradia dumpsite, fully reclaiming 100 acres of prime urban land.
- Miyawaki Method Afforestation: Reclaimed dumpsites are transformed into dense urban forests using the Japanese Miyawaki technique.
- Solid Waste Management Rules 2016: Enforces mandatory waste segregation at source and circular recycling.
